Step 1: Mix together the flour, salt and pepper.
Step 2: Dust the drumsticks with the seasoned flour.
Step 3: Melt the butter in a skillet with a lid.
Step 4: Brown the chicken over medium heat on all sides.
Step 5: Remove the chicken from the pan and drain on absorbent paper.
Step 6: In the same pan, combine the tomatoes, water, brown sugar, vinegar, Worcestershire sauce, salt, chili powder, dry mustard, celery seed, garlic and hot pepper sauce; bring to a boil.
Step 7: Reduce the heat and return the chicken to the pan.
Step 8: Cover and simmer about 45 minutes.
Step 9: Serve with pan juice.
Step 10: Good over white or brown rice.
