Step 1: Place the tomatillos and the water in a small, heavy-bottomed saucepan. Bring to a boil and cook, covered for 8 minutes. Checking frequently so it doesn't dry out. Add water as necessary - there should still be some water in the pot when done. Let cool to room temperature.
Step 2: Scoop the tomatillos into a blender jar, along with 2 tablespoons of the cooking liquid.
Step 3: Add the remaining ingredients to the blender jar and pulse 2 to 3 minutes, until smooth and creamy. Add extra water or cooking liquid 1 tablespoon at a time if needed to reach desired consistency.
Step 4: Chill at least 1 hour before use and store refrigerated in airtight container. Makes approximately 2 cups of sauce.
