Step 1: Preheat the oven to 350°F. Coat a 9- by 13-inch baking dish with cooking spray.
Step 2: Combine the ketchup, honey, brown sugar, soy sauce, and garlic powder in a medium-size saucepan over medium heat and cook, stirring constantly, until it comes just to a boil and the brown sugar has dissolved, 3 to 4 minutes. Remove from the heat.
Step 3: Arrange the chicken in the prepared baking dish. Pour the sauce over the chicken, turning the pieces with tongs to coat them.
Step 4: Bake uncovered until cooked through, about 45-60 minutes, turning the legs halfway through the cooking time.
Step 5: Place the rice on a platter and arrange the chicken legs on top. Spoon the sauce over all and serve. YUM!
