Step 1: Preheat oven to 350 degrees F.
Step 2: In a skillet over medium high heat brown the meat in 1 tablespoon margarine; add the zucchini, onion and the remaining 2 T margarine and 1/2 cup water. Bring to a boil and simmer 10 minutes.
Step 3: Stir in the remaining ingredients and pour into a casserole dish (2 quarts) and bake for 20 minutes.
