Step 1: Soak cod overnight; drain.
Step 2: Boil in fresh water; drain; do this 4 times.
Step 3: After last drain, chop up fish, add 3 cups water and cook until fish is tender.
Step 4: Add water if needed
Step 5: Drain most water out
Step 6: Blend flour in canned milk.
Step 7: Add to fish and cook until thickened.
Step 8: Add butter and salt and pepper to taste.
