Step 1: Place shops in heavy pan with enough water almost to cover.
Step 2: Add salt and pepper.
Step 3: Cover tightly and cook over low heat 20 minutes.
Step 4: Place 2 tablespoons rice on each chop.
Step 5: Place vegetables on chops in order listed.
Step 6: Add enough additional water almost to cover rice.
Step 7: Cover and cook for 30 minutes, or until meat and rice are done.
