Step 1: In a large sauce pan, over medium heat; heat oil. Saute onion, chili powder, and red pepper until onion is tender, about 5 minutes. Stir in sauce and vinegar. Reduce heat to low. Cover and simmer 10 minutes; stirring occasionally.
Step 2: In a 9X13 baking dish, place chicken skin side down. Remove 1 C. sauce from pan (reserving for basting); pour remaining sauce over chicken. Cover. Chill at least 2 hours or overnight; turning chicken occasionally.
Step 3: Preheat broiler. Place chicken on rack of broiler pan. Broil 4-5 inches from heat source for about 35 minutes until chicken is fork tender and juices run clear; basting and turning chicken occasionally.
