Step 1: Place milk and cream in a small saucepan set over medium heat until bubbles begin to form around edges of pan. Do not let mixture boil.
Step 2: Remove mixture from the flame and add white chocolate chips to the saucepan.
Step 3: Add vanilla and whisk till the chocolate chips melt.
Step 4: Serve immediately and garnish with any amount of milk or dark chocolate you desire.
