Step 1: Heat oil in a medium frypan over medium high heat until shimmering. Add butter and swirl in frypan to keep from burning. Add potatoes in a single layer.
Step 2: Reduce heat to medium and saute potatoes without stirring until golden brown on edges, 8 to 10 minutes. Stir potatoes, then cook until golden brown,8 minutes more, stirring occasionally to brown all sides. Add peppers and saute until softened , 2 minutes. Season potatoes with salt and freshly ground black pepper; stir in the chives.
