Step 1: Preheat oven to 350 degrees.
Step 2: In a medium sized saucepan over medium heat,add margarine and melt.
Step 3: Add flour and stir until light in color and flour taste has cooked out.
Step 4: Stir in half & half, a little at a time until desired thickness is reached.
Step 5: Remove from heat, and add Velveeta a little at a time stirring until completely melted.
Step 6: Place potatoes in pan with cheese sauce,gently stir until potatoes are well covered.
Step 7: Place into a 2 quart baking dish which has been prepared with cooking spray.
Step 8: Top with shredded cheese & paprika, then bake at 350 degrees for 30 minutes or until top is golden brown.
