Step 1: Combine broth and tangerine zest in a 2 quart saucepan. Bring to a boil, add rice, cover and simmer 15 to 20 mintes over low heat until rice is done and liquid is absorbed.
Step 2: Remove from heat and let sit, covered, for 10 minutes.
Step 3: In a skillet, add onion, raisins, juice and allspice, cooking until onion is softened (about 3 to 4 minutes).
Step 4: Add to cooked rice, and toss in tangerine pieces.
