Step 1: Place chuck, celery, onion, red pepper, and garlic in a large deep skillet or dutch oven and cook, breaking up beef, until it is browned; drain off any excess fat.
Step 2: Add remaining ingredients and stir.
Step 3: Simmer mixture, covered, over low heat, stirring occasionally, for about 15 minutes or until mixture is as thick as you like.
Step 4: Serve on toasted buns.
