Step 1: Add spices to a kettle along with the water, rose water and sugar.
Step 2: Stir mixture to dissolve sugar.
Step 3: Bring mixture to a boil, then reduce heat, cover, and simmer for 15 minutes.
Step 4: Remove cardamom pods before serving.
Step 5: Serve with additional sugar/splenda, if desired.
