Step 1: In bowl, cream butter and brown sugar until light and fluffy.
Step 2: Combine Flour, Oats, baking powder, baking sod and salt; gradually add to creamed mixture (mixture will be crumbly). Set aside 2 cups; pat remaining crumbs into a greased 13 inch x 9 inch baking pan.
Step 3: Bake for 15 minutest 350 . Cool.
Step 4: Meanwhile, in a small saucepan, combine filling ingredients. Bring to boil; cook and stir for 5-8 minutes. Pour over crust; sprinkle with reserved crumbs.
Step 5: Bake 15 minutes longer.
