Step 1: Heat oven to 350 degrees F.
Step 2: Combine oats, brown sugar, flour, baking powder and baking soda in large bowl.
Step 3: Cut in butter with pastry blender or 2 knives until mixture resembles fine crumbs.
Step 4: Stir in peanuts.
Step 5: Reserve 1 1/2 cups crumb mixture.
Step 6: Stir egg into remaining crumb mixture.
Step 7: Press onto bottom of 9x13 inch baking pan. Bake 15 minutes.
Step 8: Stir together sweetened condensed milk and peanut butter in small bowl until well combined. Pour evenly over partially baked crust.
Step 9: Stir together reserved crumb mixture and chocolate chips. Sprinkle evenly over peanut butter layer.
Step 10: Bake an additional 15 minutes. Cool.
Step 11: Cut into bars.
