Step 1: Brown the meat with the peppers and onions in a large skillet, apprx 10 minutes.
Step 2: Stir in the water, salsa and chili powder, bring to a boil.
Step 3: Add macaroni, cover, simmer over medium-low heat until the macaroni is tender, apprx 13-15 minutes. stir every few minutes.
Step 4: Add corn for the last 5 minutes.
Step 5: Remove from heat, sprinkle on Cheese and cilantro.
Step 6: Let it sit until the cheese has melted. Serve and enjoy
