Step 1: In a medium stockpot, heat the oil on medium heat.
Step 2: Add the onion, pepper, and garlic and sauté for 5 minutes.
Step 3: Add the broth and salt and bring to a boil; add the rice, cumin,and cayenne pepper; lower heat to medium low, and cover the pot with a lid.
Step 4: Cook until rice is done, about 40-45 minutes.
Step 5: Add in the beans and parsley the last 5 minutes just to heat through.
