Step 1: Preheat oven to 400 degrees.
Step 2: Brown ground beef in a skillet over medium high heat until no longer pink. Drain off an excess fat and pour in the taco seasoning and water. Mix then bring to a light boil, reduce to low and simmer and cook on low for 10 minutes.
Step 3: Heat the refried beans in the microwave.
Step 4: Place a cooling rack in a baking sheet and set aside.
Step 5: Heat about 1/2 - 1 inch of vegetable oil in a large pan over medium high heat until it sizzles when the back of a wooden spoon is inserted into the hot oil.
Step 6: Fry tortillas, one at a time, for 30 seconds on each side or until brown and crispy then flip and repeat on the other side.
Step 7: Place a rack onto a baking sheet and place five of the tortillas over the top of the rack.
Step 8: When crispy, remove to the rack keeping them as flat as possible.
Step 9: Spread 2 - 3 tablespoonful of warm refried beans on each tortilla then top with 1/4 cup seasoned beef.
Step 10: Top with the remaining 5 tortillas and spread each with 2 tablespoons of salsa.
Step 11: Sprinkle the cheese evenly over the top of all the pizzas, then sprinkle with the diced green onions.
Step 12: Bake for 8 minutes or until the cheese is melted.
Step 13: Serve topped with sour cream.
