Step 1: Preheat oven to 350 degrees F.
Step 2: Spray Pam/cooking spray to coat a 9-inch dish.
Step 3: In a glass bowl, mix cocoa and fat-free condensed milk; cook in microwave until chips melt, about 2 minutes, stirring occasionally.
Step 4: Stir in remaining ingredients.
Step 5: Transfer batter to prepared pan and bake for 20-25 minutes or until set. COOL.
