Step 1: In a bowl combine the beef strips with cornstarch until thoroughly coated. (use you hands for this).
Step 2: Heat oil in a wok or large skillet over medium-high heat. Add beef and garlic; stir-fry 2 minutes
Step 3: Add vegetables, dressing and soy sauce; stir-fry 3 minutes or until vegetables are crisp-tender and meat is done.
Step 4: Spoon rice onto platter; top with meat mixture then sprinkle with chopped peanuts.
