Step 1: Preheat oven to 350 degrees.
Step 2: Line a large cookie sheet with foil and set aside.
Step 3: Drain the tuna, RESERVING 1/4 cup liquid (if necessary add chicken broth or milk to make 1/4 up).
Step 4: In a small bowl, combine tuna, 1/4 cup liquid, oil, and catnip.
Step 5: In a medium bowl, combine all-purpose flour and whole wheat flour , stir in the tuna mixture and cheese until just combined.
Step 6: If necessary stir in UP TO 2 Tablespoons water to moisten dough.
Step 7: Using your hands form dough in to a ball.
Step 8: On a lightly floured surface, roll dough into a 1/8-inch thick rectangle, trim and discard the uneven edges from the dough.
Step 9: Using a pizza cutter or sharp knife, cut the rectangle into 1 1/2 inch square (bite-sized for cats).
Step 10: Place pieces on a prepared cookie sheet in a single layer.
Step 11: Bake in the preheated oven for 20 to 25 minutes or until cookies are still somewshat soft.
Step 12: Cool completely on the cookie sheet. Make about 400 Kitty cookies.
Step 13: Place cookies in a resealable plastic bag. Store in fridge for up to 1 week or freeze for up to 6 months.
