Step 1: Bring cabbage to a boil in a large stockpot; boil for 30 minutes.
Step 2: Drain and allow cooling; slice into thin strips.
Step 3: Meanwhile, mix ground meat with onions, garlic, basil, salt, pepper, celery salt, ground cloves and Worcestershire sauce.
Step 4: Place meat in Dutch oven or heavy bottomed oven-proof pot, toss in bay leaves and add stock.
Step 5: Cook on medium heat until meat has browned.
Step 6: Drain liquid, remove and discard bay leaves and return to pot.
Step 7: Mix the remaining ingredients in with the meat, making sure you have enough of the tomato cocktail to completely cover the mixture.
Step 8: Cover pot and cook in a 400 degree Fahrenheit oven 2 hours, stirring halfway through.
Step 9: Remove from oven and serve.
