Step 1: In a large skillet saute onions, celery and tomatoes in olive oil until tender (about 5-7 minutes). Add tomato juice lemon juice or wine, garlic and bay leaf. Cook over medium high heat for about 5 minutes.
Step 2: Transfer fish fillets in greased baking dish. Season with salt and pepper. Pour onion mixture over fish. Bake at 375 degrees about 20 minutes, until fish is opaque.
Step 3: Transfer fish and tomato mixture to a lage serving platter. Place lemon wedges around the platter. Drizzle top of fish with more olive oil.
