Step 1: In a medium size saucepan, heat soy sauce, vinegar, sugar, and bonito flakes (if using) stirring until the sugar dissolves. Remove from heat.
Step 2: Add the lemon (or lime) juice and orange juice, and stir in.
Step 3: Stir in chopped scallions and lemon (or lime) zest.
Step 4: Cool to room temperature. Cover, and let sit out for a few hours or overnight, for flavors to blend.
Step 5: Strain sauce, and refrigerate until ready to use. It lasts for several days in the refrigerator.
