Step 1: To make the sauce; in a bowl combine hoisin sauce with next 4 ingredients. Set aside.
Step 2: Season beef strips with salt and pepper.
Step 3: Heat 1 tablespoon oil in a wok. Add beef and stir-fry for 3-4 minutes until meat is browned and caramelized.
Step 4: Remove beef from wok; add remaining 1 tablespoon oil, garlic, ginger, peppers. Stir-fry for 1-2 minutes stir constantly. Add sauce to wok allow to thicken with vegetables. Remove from heat and add beef strips.
Step 5: Serve over rice or noodles, garnish with green onion and toasted sesame seeds.
