Step 1: Preheat oven to 350 degrees.
Step 2: Season pork chops with garlic powder, salt and pepper. Fry in the oil, browning only.
Step 3: Combine 1 1/2 cups manwich sauce and 1 3/4 cups hot water, bell pepper, onions, rice, oregano and basil in a 2 quart baking dish.
Step 4: Add half the cheeses and 1/2 tsp salt to the mixture and stir to combine.
Step 5: Arrange browned chops over the mixture and cover tightly, with a lid or aluminum foil.
Step 6: Bake 45 minutes or until rice is tender.
Step 7: Combine the rest of the manwich sauce with 1/4 cup of hot water.
Step 8: Uncover the dish and add the remainder of the cheese. Pour remainder of the sauce over the top of the cheese.
Step 9: Bake uncovered for an additional 10 minutes or until cheese melts.
