Step 1: Preheat oven to 350 degrees, and lightly grease and flour 2 9 inch round cake pans ( I used 8 inch pans ).
Step 2: In a large bowl stir together sugar,flour,cocoa,baking powder, baking soda and salt.
Step 3: Add eggs, milk, butter, and vanilla; beat on medium speed of mixer for 2 minutes.
Step 4: Stir in boiling water( batter will be thin )and pore into prepared pans.
Step 5: Bake for 30 to 35 minutes, or until toothpick inserted in center comes out clean.
Step 6: Cool for 10 minutes,remove from pans and finish cooling on wire rack.
Step 7: Chocolate Frosting: Melt the butter, and stir in cocoa.
Step 8: Alternately add powdered sugar and milk,beating to spreading consistency.
Step 9: Add small additional milk if needed.
Step 10: Stir in vanilla.
Step 11: Then frost your cooled cake.
