Step 1: Mix tuna with mayonnaise, celery, green onions, Worcestershire sauce, chili sauce, lemon juice, adding a little more mayonnaise if not moist enough. Season with salt and pepper. Cover and chill 2 hours.
Step 2: Spread tuna mixture on toast or bread slices or bagels, top with thinly sliced cucumber and top with another slice of bread or toast.
