Step 1: Combine all the ingredients in a medium saucepan over medium heat; whisk until smooth. Bring to a boil.
Step 2: Reduce heat to low and simmer for 20 minutes, stirring often and adding in more sugar if desired. Remove from heat and cover until cool. Chill and store refrigerated in a covered container for 1 day before using.
