Step 1: Combine all sauce ingredients in a food processor or small food chopper and blend until onion and dill are finely chopped. If desired, do this ahead of time and chill until needed.
Step 2: Pour enough water in a large skillet to reach a depth of 1 inch; add 1 tablespoon cider vinegar and bring to a boil.
Step 3: Add salmon fillets in a single layer without crowding, reduce heat to low, cover and simmer 10 minutes or until fish flakes easily when tested with a fork.
Step 4: Remove fish from skillet and serve with Horseradish-Dill sauce.
