Step 1: Mix sugar and Rhubarb together in a cooking pan and set aside for 1 hour.
Step 2: Cook rhubarb mix on low heat until tender. Stir so it don't burn.
Step 3: Remove from heat. Add jell-o and stir until syrupy. Cool.
Step 4: In a separate bowl, mix pudding and milk until thick.
Step 5: Add whipped topping to pudding and then add rhubarb mixture and cool.
Step 6: Eat as fluff or serve over angel food cake or short cake. May serve with additional whipped topping.
