Step 1: Preheat oven to 350 degrees.
Step 2: Wash and pat dry the turkey legs.
Step 3: Cut a deep pocket into the turkey leg, wide and deep enough to stick the piece of celery in. Press celery into leg pocket. (You can omit the celery, but it does add some flavor).
Step 4: Lift up the skin and add pats of butter beneath the skin. Add salt and pepper to taste.
Step 5: Add the 1 cup of water to the bottom of a small roasting pan with a rack. Lay the turkey legs on the rack in a roasting pan.
Step 6: Roast legs uncovered for 1-1/2 to 2 hours or until legs are golden brown or until internal temperature reaches 180 degrees on a meat thermometer. (I turn the legs over at half time to brown both sides). Remove celery sticks from legs before serving, if desired.
