Step 1: In a large bowl, combine cabbage, green onions, carrot, celery and jalapeno. Sprinkle with 1 cup sugar, and mix well then allow to sit for 20 minutes.
Step 2: Meanwhile in a small saucepan, combine vinegar, oil, salt, dry mustard, cayenne and pepper. Bring to a boil. Allow to boil 1 minute. Pour hot dressing over cabbage mixture then mix well. Allow to sit at room temperature for 1 hour then refrigerate for 1 day before using and up to 10 days.
