Step 1: Heat oil in a large skillet over medium heat. Add in onions; saute until softened, about 3-4 minutes. Add garlic; cook for 1 minute. Using a slotted spoon remove to a bowl.
Step 2: Add the beef to the skillet and more oil. Cook tossing until browned. Add in the broth, soy sauce and sugar to the skillet, stir well, then add in onion and garlic mixture; simmer for 25-30 minutes, stirring occasionally.
Step 3: Add in bell peppers and chopped tomatoes to the sklillet; cook tossing for 5-8 minutes or until peppers are crisp-tender.
Step 4: Dissolve the cornstarch in cold water; stir into the skillet stirring constantly until thickened around 2 minutes. Season with salt and pepper. Serve with cooked rice.
