Step 1: In a small pestle and mortar or small bowl, mash the garlic, ginger or ginger powder and then add the sesame oil very slowly. Add the vinegar and soy sauce, whisking constantly as you add. Mix in in the sugar until dissolved. Season to taste with the fish sauce and chili sauce. Add 3 tablespoons oil to start to make the dressing less strong. Season with pepper.
Step 2: Serve over soba noodle salad or Asian noodle salad as desired.
