Step 1: Glaze: In a small saucepan, melt butter. Add garlic, chilies, red pepper flakes, and bay leaves. Saute 1-2 minutes until the garlic just starts to brown.
Step 2: Add vinegar, soy sauce, brown sugar and black pepper, and stir to combine.
Step 3: Bring sauce to a boil, then reduce heat to low, and simmer for 10-15 minutes, until sauce starts to reduce and thickens a little. When slightly thickened, remove from stove and cover.
Step 4: Cooking The Wings: Add the canola oil to a large skillet to reach 1 inch deep. Heat over medium-high heat, until oil reaches 350-375 degrees F.
Step 5: Add wings to skillet. Cook for 8-10 minutes until wings are golden brown. When done drain on paper towels.
Step 6: Transfer the wings in a large bowl.
Step 7: Pour the glaze over the chicken wings and toss well, to coat.
Step 8: Pick out the bay leaves and serve immediately.
