Step 1: Sauté onion and celery in fat (bacon grease) until browned.
Step 2: Stir in flour, chili powder and salt, cook briefly.
Step 3: Slowly add the water.
Step 4: Simmer for 15 minutes, stirring frequently.
Step 5: Add tomatoes, peas, vinegar, sugar, shrimp, and continue cooking for 10 minutes longer.
Step 6: Place rice in a large deep serving plate, and pour creole mixture over it.
