Step 1: Fry onion with small pieces of bacon and/or hamburger until translucent.
Step 2: Mix chili powder with a little flour and water to make a paste.
Step 3: Add tomatoes and rice.
Step 4: Simmer a bit.
Step 5: Bake in greased dish for about 20 minutes in 350 degrees F oven.
