Step 1: In a bowl, mix together the water, mustard, ketchup, bay leaf, garlic powder and ground cloves.
Step 2: Pour into crock-pot and add corned beef.
Step 3: Add remaining ingredients and cover.
Step 4: Cook on low for 8 hours or on high for 4 hours.
Step 5: Serve.
