Step 1: Preheat broiler to high.
Step 2: In a cup or bowl combine first 4 ingredients (garlic powder - pepper) plus 1/4 teaspoon salt. Brush the fish with oil and then sprinkle with the spice mixture and then place the fish on a baking sheet and broil for 5-10 minutes or until fish is done and flakes easily when pierced with a fork.
Step 3: In a bowl combine 1/8 teaspoon salt, cilantro, chiles and avocado and mash with a fork.
Step 4: Heat the tortillas on a grill pan coated with cooking spray for under a minute on each side or until charred.
Step 5: Divide the avocado mixture and fish among the tortillas and serve with lime wedges, if desired.
