Step 1: Cook ground beef and onions and season lightly.
Step 2: Add celery and bell pepper and cook until softened.
Step 3: Add chili powder, tomatoes and beans.
Step 4: Add seasonings.
Step 5: Add water and simmer for 60 minutes adding water as needed.
Step 6: Season to taste.
Step 7: Remove bay leaf.
