Step 1: Saute ground beef, celery and onions.
Step 2: Drain if needed.
Step 3: Season lightly.
Step 4: Add chili powder and soup.
Step 5: Rinse out can with water and simmer for 15 minutes, adding water as needed.
Step 6: Serve on warmed buns.
