Step 1: Microwave the potatoes until tender but still firm, about 4 minutes. (longer if needed. (My microwave is SLOW)
Step 2: Allow to cool at room temperature.
Step 3: Heat oven to 350˚F.
Step 4: Scoop out the centers, leaving a firm 1/4-inch-thick shell.
Step 5: Mash the scooped part in a small bowl, then stir in the melted margarine, chives , cheese, buttermilk, and seasonings.
Step 6: Fill the shells.
Step 7: Dust the tops with paprika.
Step 8: Bake at 350˚F for 15 to 20 minutes, or until heated through.
