Step 1: Heat oil in stock pot.
Step 2: Add onions and peppers and season lightly.
Step 3: Cook until tender.
Step 4: Add garlic and the rest of the ingredients.
Step 5: Cover simmer 30 minutes.
Step 6: Leave covered for 5 minutes off heat.
Step 7: Season to taste.
