Step 1: Spread corn in an ungreased, shallow 1 1/2 qt casserole dish. I have added frozen because of the difference in amounts.
Step 2: In a skillet, brown ground beef and drain off the excess fat.
Step 3: Add flour and cook & stir for 1 minute.
Step 4: Stir in tomato sauce, (using water to rinse can.
Step 5: Add garlic salt and cinnamon and pour over corn in dish.
Step 6: Bake in preheated oven 350 degrees F. for 15 minutes.
Step 7: Meanwhile, combine eggs & cottage cheese (I have added flour to firm it up).
Step 8: Mix in chives and spread over meat mixture.
Step 9: Top with parmesan and mozzarella.
Step 10: Bake 15 minutes more.
