Step 1: Heat oil in large stock pot.
Step 2: Saute onions and peppers until softened.
Step 3: Add garlic, chili powder, broth, tomatoes and beans.
Step 4: Add herbs and spices.
Step 5: Simmer on low 50 minutes stirring occasionally.
Step 6: Adding water as needed.
