Step 1: Place milk in a saucepan and bring to a boil.
Step 2: Add butter, sugar and salt.
Step 3: Set aside to cool to lukewarm.
Step 4: Dissolve yeast in warm water.
Step 5: Add to cooled mixture.
Step 6: Add half of the flour and mix well.
Step 7: Add enough remaining flour to make a soft dough.
Step 8: Turn out onto a floured board and let stand 10 minutes.
Step 9: Knead, working in flour until dough no longer sticks to board and is smooth and elastic, about 10 minutes.
Step 10: Place in a greased bowl, cover and let rise in a warm place until doubled.
Step 11: Turn dough out onto a floured board and knead lightly until surface is smooth.
Step 12: Shape into rolls 1 1/2 to 2 inches in diameter.
Step 13: Place close together in a 9 X 13 baking pan.
Step 14: Cover with a war wet kitchen towel and let rise until doubles.
Step 15: Brush with egg-water mixture (or melted butter).
Step 16: Bake at 375 degrees F for 20 to 25 minutes, until browned.
Step 17: Turn out onto a rack to cool.
Step 18: Zest the 4 oranges (or cut strips with a peeler), place peels in a saucepan and add enough water to cover, bring to a boil.
Step 19: Blend the sugar with arrowroot.
Step 20: Squeeze juice from oranges, add orange juice and reserved liquid from zest to the sugar mixture.
Step 21: Add more water, if needed, to bring volume up to 3 cups.
Step 22: Bring to boil and cook and stir until thickened and clear, about 5 minutes.
Step 23: Serve a roll(s) with sauce on the side.
