Step 1: Add rice to a large pan of boiling water and cook over high heat for about 15 minutes, or until just tender.
Step 2: You'll be cooking it in more water than it needs (like you would cook pasta).
Step 3: Drain, rinse under cold running water, and drain again thoroughly.
Step 4: Heat the butter in a heavy skillet over low heat.
Step 5: Add zest, rice, salt, and pepper and heat, stirring gently with a fork.
Step 6: Stir in the lemon juice, parsley, and capers and remove from heat.
Step 7: Taste for seasoning.
Step 8: Cover and let set 5 minutes.
Step 9: Fluff.
