Step 1: Preheat your oven to 350°F (175°C). Line a muffin tin with cupcake liners.
Step 2: In a medium bowl, whisk together the flour, baking powder, and salt. Set aside.
Step 3: In a large mixing bowl, cream together the softened butter and granulated sugar until light and fluffy.
Step 4: Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.
Step 5: Gradually add the dry ingredients to the butter mixture, alternating with the milk. Begin and end with the dry ingredients, mixing until just combined.
Step 6: Divide the batter evenly among the cupcake liners, filling each about two-thirds full.
Step 7: Bake in the preheated oven for 15-18 minutes, or until a toothpick inserted into the center comes out clean.
Step 8: Remove the cupcakes from the oven and let them cool completely on a wire rack before frosting.
Step 9: In a large mixing bowl, beat the softened butter until creamy.
Step 10: Gradually add powdered sugar, one cup at a time, mixing well after each addition.
Step 11: Add milk, one tablespoon at a time, until the frosting reaches your desired consistency.
Step 12: Stir in a few drops of blue gel food coloring to create a spooky blue moon color.
Step 13: Fill a piping bag fitted with a star tip (or a plastic zipper bag with a corner snipped off) with the frosting.
Step 14: Separate the round chocolate cookies, carefully removing the cream filling.
Step 15: Cut each cookie in half to create the werewolf ears.
Step 16: Using a small dab of frosting, attach a mini marshmallow to the center of each cookie half, creating the inner ear.
Step 17: Once the cupcakes are completely cooled, pipe the blue moon frosting onto each cupcake, creating a swirl or any desired design.
Step 18: Gently press two werewolf ears into the frosting on top of each cupcake.
