Step 1: In a saucepan with boiling salted water cook the potatoes for 15-20 minutes; drain and mash with a potato masher until smooth. Season with taste with salt and pepper and then add the butter and cream; stir to combine. Keep warm while you cook the cabbage.
Step 2: Cut the cabbage into quarters, removing and discarding the core, and then shred the leaves. In a saucepan of boiling salted water cook the cabbage for a minute or two or until soft; drain.
Step 3: In a serving dish mix the cabbage and potatoes together and stir in the scallions, along with charms if using. Season with salt and pepper.
